The system aims at creating a web based, access controlled, secure and centralized system interfacing with wireless devices available with dealers / retailers as well as the departments’ field officials for the purpose of monitoring and streamlining the various aspects of the fertilizer movement, crop & soil management. FCMS system in its entirety contains modules which capture movement, crop and soil health data. The features of the system can be listed broadly as:
Movement of Fertilizer in State
The movement module of FCMS will track receipts, dispatches & sales at warehouse.
Sale to Farmers
Sale to Farmers would be recorded with the help of a wireless device which will be available with a retailer.
Soil Fertility & Soil Status Monitoring
Provision will also be made on the system for the Technician from the Soil Testing Laboratory to log onto the system store the Soil Health Card. The latest Soil Health card will be considered for all MIS.

Claims’ certifications
In the current scenario, States are required to certify the fertilizer subsidy claims submitted by the companies by ensuring that the fertilizer quantity being claimed for has actually reached the State. This system today totally relies on the data submitted to the State office by the officers in the field. Most of the times physical verification of the data is not feasible due to a variety of factors, time limit of certification being the major one.
With the automated capturing of Sales at the retailer level, data will be available on real time basis and thus the certification of claims will become more realistic based on the actual data and physical verification by the Area and Block Agricultural Officers.
